Dr. Neary is woefully undereducated about the health of effects of fluoride. He shouldn't go on national TV espousing words put into his mouth by the American Dental Association without doing his homework on the issue. Sometimes TV exposure doesn't work to your benefit when you just want to be someone else's spokesperson.
New York City's water has fluoride chemicals added - specifically sillicofluorides which are lead and arsenic laced impure waste products of phosphate fertilizer manufacturing.
Dr. Neary advised people to drink this water when I bet he's drinking bottled. I don't know anything about his dental competence otherwise.
